Ok, I don't know if this has been discussed...but I've noticed in some videos of the C7 I've seen here online...I've noticed the tail lights flicker when coming to and when stopped.
I think this is cool. Is this a product of the LED lights? I'm assuming GM intended for this?
Correct. All LED lights are muliplexed which means they are not on constantly but turned on and off so fast, the human eye can't see it. Under the flicker of a camera strobe it can pick it up.

Incandescent lights burn continuously.
It's an illusion of the camera... nothing else.
Its similar to when wheels turn backward during a recording of them turning. The frame-rate of the camera takes the sequential photo before the wheel get all the way around for a complete circle. Same as with the taillights, it is able to catch the LEDs turning on and off.
