If you were interested in a correct answer, why not simply ask to speak to the sales manager when (s)he said that?
I was at Courtesy a couple of weeks ago and the sales guy said there are no floor models for a while. Only build to order units are moving through. I think the west coast is getting the shaft on allocations in favor of old east coast alliances with GM.

Pretty sure allocations are based purely on prior Corvette sales.
Because if the salesman said no, he wouldn't come by. Though I understand that if you are coming to see a corvette and all they have is a spark, you are no going to buy either but at least they get you in the lot.
My wife and I have been shopping dealerships and are about to order a 2014 convertible.
One area dealer actually has several coupes available on the showroom floor and they have a demo that they let us drive.
Another dealership had one on the floor that was already sold. There were two in a car show in their lot.
A third dealership always has a different one on the show room floor every time we go by. I asked about it and they told me the truck comes in, the car gets prepped and they set it on the floor. They call the guy that ordered it and it stays on the floor until the customer picks it up. That way they have one on the floor to show most of the time but they aren't using up allocation for a demo.

If a dealer has allocations, and he places an order with GM, whether the car(s) is/are presold(build to order), or not, it/they will be built and will be delivered to the dealer. GM is not kicking out orders from their dealers if the car(s) is not a "build to order" C7 for a retail customer.
Actually, GM is producing more C7's than their dealers have retail customers willing to preorder a "build to order" C7, thus if a dealer who has allocations orders a non sold C7 for his inventory, GM will gladly built it.

the difference between a C6 and a C7. They most likely have C6's on the lot
