Got a call my C7 had arrived but the price was not what it should have been. Checking the figures out I came to the conclusion they had not included the red brake calipers so the cost was $595 less. How this could happen I don't know and the dealer either doesn't know if it was a GM problem or their problem which they aren't admitting to yet. I'm waiting for a call to see what's next, always something!
Ask them (your dealer) for a printout of the GM OrderWORKBENCH for your order. This document will clearly show if the Red Calipers were ordered (RPO J6F). I'm guessing they did not include in on the order.
what's on the order and the sticker? brakes or no?
Brakes easily painted for $30 or so
$30?
With what? A can of spray paint?
Someone that does a real professional job would probably charge around $400 to do 4 calipers with a professional high quality finish. I'd have them high-temp powder coated if they weren't painted the correct color from the factory.

Did you not sit down with your dealer and order the car on the Chevrolet ordering system? If you did, you should of received an immediate print out of this order so you and him could go over it one more time for accuracy.
Over the years have had this happen several times. Once they left the power
windows off (when you had to order them), didn't upgrade wheels. Than had
it work in my favor too, on SUV had rear air on one didn't order, another the
rear entertainment sys. It was always finger pointing, but in the end the
customer does not get what they want

Easily fixed in this case, if your bill of sale says red calipers, then they should order you a set and install them.
Had a ZR1 that the customer changed caliper colours after the order, by email. The salesperson acknowledged the change, but it didn't get made in workbench. Car came in wrong, we simply ordered him a new set in the proper colour, and installed them for him. And he got the others as well... Can't imagine it would ever be handled any other way.
