So, does anyone know if the 3% holdback to the dealers is on MSRP or invoice price?
The holdback is 3% of total MSRP and is included in the invoice price. So if you buy a Chevrolet at invoice, you are paying the 'dealer cost' plus the holdback.

Exactly. Which is why I do not try to figure it out. A product is worth what people are willing to pay for it. The producer makes whatever they make.
One thing you can check at GM online is current incentives. (I doubt there will be any on the C7 yet.) Some dealers will hide these from you so they can "feather their nest" a little. When I bought my 2013 GS, there were several incentives that my Forum dealer gave me that amounted to about $5000 - in addition to him selling the car to me at invoice. It was about $12K off a $76K car.

Not true. The dealer can not keep your rebate. There's no way for them to keep it for themselves unless they manipulate the sale price.
They can try to confuse you by bumping up the selling price then telling you a price lower which includes the rebates.
Now a dealer can not "give" you the rebate but there shouldn't be a good reason for them to do that unless they just want to screw you.

Actually, once these cars are more plentiful,I am hoping to negotiate a deal at invoice. Part of my strategy will be to remind the dealer that even at invoice, he/she is still grossing nearly $1,800.00 and if a factory order, then that is an $1,800.00 profit as soon as the car comes off the truck...
On another note, regarding incentives, I understand not all are publicized. A few years ago, I purchased a Land Rover that at the time carried a hefty incentive to the dealer. This rebate was deliberately NOT advertised to the general public. I just confronted my dealer with the fact I was suddenly seeing massive discounts being advertised nationwide and he admitted the dealership was to get a $6,000.00 rebate on every LR sold. Long story short, I negotiated about $4,000.00 of that amount off the already negotiated/reduced price of the vehicle...

Gotcha! Yeah, once these are plentyful you will be able to find a dealer that would go into hold back but that might be at the end of the model year or into the next.
"Dealer Cash" is different than a "rebate" and that doesn't need to be shared with the customer.
