OP,

Item 1: Center High Mounted Stop Lamp (CHMSL) flasher: Internet favorite auction site has them. Start from $3.50 and up. I searched for "stop light flash" in motors.eBay.com. This needs a little soldering.

Item 2: Sequential tail light flasher. You might want to look at Camaro5.com. People there have a nice kit advertised that I believe it can be modified to work for you. It is also sold on the same motors.eBay.com site. It does include a demo mode, that you can use when responding to your emergency duties. This item needs a lot of soldering and wiring modification.

the laws today are written very specifically. If "brake lights" also included the CHMSL... "CHMSL" would be included in the laws text.

The units I am using on our C5's don't continually pulsate; instead it blinks just a few times - and then the CHMSL stays on solid.

It also won't allow pulsating in stop & go traffic; the brake must be off for a minimum amount of time before pulsating would be allowed to happen again.

When I bought mine, I was told by the mfgr that theirs was legal in all 50 states. When I asked some specifics, I was then told that because the pulsating wasn't continous, this made it legal.

Of course, things may have changed over the past few years.
