Does the target production week mean the car is scheduled to be completed/produced by that week or scheduled to go into production that week? Or is there a difference?

TPW is the week that your car is scheduled to be built.

Production of the vehicle is projected to start sometime that week. Could be Monday or Saturday.

From orderstatus@chevrolet.com

As of March 28, 2014, the status of Order Number xxxxxx is the following:
3300- Scheduled for production

An order has been placed by your dealership and accepted by Chevrolet and is now available to be sequenced for production. This process can take time, is subject to change, and does not mean that the vehicle is physically being built at this time. Your targeted production week is April 14, 2014. Keep in mind that this is a target and not a guarantee that production will begin within that week. Please stay in touch with your dealer for further details.

Well, won't be Saturday as the factory only operates Monday-Friday.
