Does anyone know who/where I can email at GM/Chevy to find out if a local dealer has C7 certified any of their service techs yet? I don't want to call the local dealer direct. Thanks for your assist.
I am not 100% sure of this. BUt, if the dealer has received allotments to sell 2014 Corvettes they must have a Vette certified technichian on staff... In the new order of things, GM will not allow a dealer to sell the new Vettes if they do not have a Vette qualified service tech and an approved Vette specific sales man...
At least that is what I have read when researching the key to getting Allotments...
What you said is correct. This dealer had no allocations originally, but I am not sure of their status now and don't want to have the dialogue now. They said they planned on having a tech certified (I know they have a great tech on staff, just not sure if he is C7 certified yet) and want to independently confirm they have done so.

The dealer must have both a Corvette trained tech and salesperson on staff and Corvette specific equipment/tools to get any allocations. I am not aware of a single exception.
On the other hand, every Chevrolet dealer begins each model year with at least 1 guide number. but will not be able to get an allocation unless meeting the stated minimum criteria.
Why at least one each model year? Sales point: Chevy could say thousands of dealers could work on a Corvette while only one or two dozen Ferrari or Porsche dealers in the whole of the US were available in case something arose that needed repair. Chevy changed that in 2004 by requiring a dealer to meet certain standards to ger an allocation.
So each of the 3100 Chevy dealers start each model year with the potential of at least one allocation, but only 2/3rds will actually use it.
