Default Front Fangs

I had fellow Vette guy tell me the “fangs” on the front of the C7 are required on cars for pedestrian traffic, is this true? Sounded odd to me.
Does anyone know for sure?

Yes, for European pedestrian safety regulations.

I'm sure our resident aerodynamics engineer and European pedestrian safety expert will be along any minute now to tell us how GM didn't really design the "fangs" for that reason and that there was a better way to do it because he doesn't like them.
