Is there a difference when they build the cars. Does an order placed by a customer come before some dealer who just wants a car for his lot? Or does that not even matter?

Dealers get a number per month from GM that they can build. A dealer determines which goes first. Start searching here for how the allocation process works.

From my order with MacMulkin, they told me that if the dealer has allocations and those allocations are filled by customer order or dealer order, the factory does not distinquish between the two.
I would say constraints are the bigger problem when it comes to one order over another.

Please search for various threads on allocations. Many 2014 owners (myself included) had to switch to one of the big Corvette dealers (to get their cars) since their local much smaller dealer did not have allocation. Some owners had to switch after waiting for months with their local dealer "order" going nowhere. Save yourself that wait by understanding the allocation process and finding out if your dealer has allocation.

PS I ordered my car through Rick Conti, Coughlin Chevrolet in Ohio.
