I had the rear shocks replaced today under the recall. The service tech said there was no evidence that the originals were bad. I also had the oil changed. No cost.

I just got the call that the parts are in and will install this coming Monday
Rear shocks on Vettes with either FE1 or FE3 suspensions (non MRC) built approximately Feb-Mar 2014. Takes about an hour...the weld holding the bottom mount to it is suspect.

Then maybe your car wasn't in the affected range...
It was only 1900 or so cars..
I suspect a batch got through Bilstein without the welds being visually QC'd. I'm betting those green sharpy marks were the QC checks.

GM website says my car is included in the recall (S/N 18579). Called the local dealer and the service person there said I would receive a letter from GM and to schedule the work at that time. No letter, yet...maybe the news teaser is right?

Save yourself the aggravation and get under the car and look for the inspection marks. GM has been overly sensitive to anything that may even smell of a recall.. In reality, it is Doubtful ANY of these shocks have a problem...
And in the future, don't put critical info in the header line...Nobody reads that!...
From the above mentioned link, mine has the recall.
I did not get a letter in the mail. Just by going off the info on chevy's site, I called the service dept at the dealership and he ordered the shocks last week.

I find it amusing, their phraseology; "cause a sudden change in vehicle handling behavior that may startle drivers". They're not saying it's gonna be bad handling with your shock disconnected and hanging, it's just going to be different handling and you might get scared and wreck. Cute.
Mine is on the recall list. While changing tires side to side thought I would send pictures of mine. I haven't inspected welds for a long time but the terms hydrogen impregnation or lack of inert gas comes to mind, kind of a sputter weld.
The second which looks better has rust forming at the end of the weld where a small crack has appeared since painting.

Both of your shock welds are a problem. One is cold, could be caused by grounding, etc., or as you said lack of shielding gas. The other issue of rust at the toe of the fillet reminds me of a comment I had after giving a technical talk, I’ll explain: The talk was on the “Welding of Race Cars” at an American Welding Society monthly meeting where I showed an old NASCAR crashed car in the Darlington museum I had taken photos of for a book I wrote published in 2012 by CarTech, entitled “Advanced Automotive Welding.” I mentioned there was rust on parts of the frame but not any of the welds, even bent frame welds were sound. This was in San Diego and a fellow who builds Baha race cars indicated they check for weld cracks after a race by washing the frame with water and leaving it wet. They identify weld cracks by rust spots a few days later on the light colored painted frame! Not scientific but an indicator! On fillet welds, they probably find toe cracks from high stresses and overloaded frame members. From your description the one weld sounds like it has a toe crack. Could be several causes.
The welds on my shocks are fine. Since my car was made in September 2013 and the welds are fine, the welding process was in control. It obviously was not when the welds on your shocks were made!
I used GM site and called. They were very accommodating with setting up dealership I requested and I received a call from the service manager. Also on my August onstar report the recall was listed and alerted the dealer I purchased the car from. Very proactive and what I would have expected.

If I am reading this right and you were putting the left side tire on the right side and visa-versa, you may want to re-think that. These tires are directional...
