"Missing" fender fasteners

Default "Missing" fender fasteners

I was under the hood the other day and noticed the 2nd fender fastener forward from the windshield was "missing" on both sides. The holes are there, but the fasteners are not.

I meandered by the dealership and checked the (several months newer than mine) C7s on the lot. They are all 'missing' those specific fasteners.

Service says to the effect of - if those fasteners are missing on all the cars, there must be a reason...but can't say what that reason may be.

Ideas ?

Those are alignment holes for the jig to assemble the fenders and front end.

As noted. The holes are supposed to be there. After the fender is assembled to the car an alignment fixture is placed across the engine bay to locate and align the panels to the car for final fastening.
