Yes. Some dealers want you to wait till it's at 20% or less on the oil monitor but all GM says is 2 a year for 2 years.
This is what is printed:
"Covers only scheduled oil changes with filter and tire rotations according to your new vehicle’s recommended maintenance schedule for up to 2 years or 24,000 miles, whichever comes first. Does not include air filters. Maximum of 4 service events. See participating dealer for other restrictions and complete details."
Note it says scheduled oil changes , which is when the inductor says to change or per the owners manual maximum 1 year. It covers a maximum of 4! Depends on the dealer. Someone posted the dealer only gets $35 from GM. If that is accurate can understand why you'll get whatever oil is in their 55 gallon drum they pump from and a newbie mechanic from some dealers! Changed my own, it's easy and done right, in my case using Mobile1!
I would imagine since the corvette engine was built with specs that require Mobil 1 or a synthetic oil that is what you would get with a free oil change.
I am going to ask my dealer to give me the oil and filters needed, and do the changes myself, I trust myself more than someone I don't know changing my oil.

It appears to depend on the dealer as to what they will do free. Some have posted they were charged for Mobile 1. GM specifies it must meet DEXOS 1 and GM has ~100 listed meeting their spec. They get paid for the use of their spec name and logo! So does API but their fee is small.
I asked at my local dealer if I could get the AC filter since I was doing my own. As expected could not, different department and they do not get anything back from GM for that! They did give me a 33% discount but next time will just get a quality replacement filter. However could not find the proper AC filter in the discount stores I checked. Got the Mobil1 at Walmart in 5 quart jugs for under $5 quart. Note in quarts it is ~$7.50!
My dealer's service department has even given me the oil and filter and let me change the oil myself.
I may eventually change to full synthetic, but for the first few oil changes, I will stick with the dexos blend until the engine is well broken in...
My Camaro used some oil up to 10,000 miles, and now it uses very little, so I suspect it really takes more than 500 miles to get the engine broken in, and the Corvette will probably be the same.
However, I drove over 350 miles on an interstate trip in 6th gear and V8 mode, and already got 32.9 MPG.

Actually, that isn't correct. They will put in the correct oil per GM's recommended maintenance shown in your Owner's Manual. The Oil will be Dexos rated which by the way Mobil 1 is Dexos rated. The oil put in your engine will be what is required. As for the newbies they will have more experience and be better trained for changing the oil on a new Vette than a new owner will be.

Can't say I agree with you confidence in dealers! There have been a number of reports of dealers overfilling dry sump engines, which caused oil dripping from the filter area, changed oil soaked filters and cleaning of the air duct etc. I have changed my own oil since I built my '41 Ford Opera coupe that I installed a bored '51 Olds engine in 1959! This is my 4th Vette and no one has changed the oil but myself.
When I changed my C7 oil I drove about 10 miles to get the oil hot. Jacked the car level so it would drain all the oil. Pushed up on the hoses that transport oil from the pan to the oil tank to be sure as much as possible drained. Installed magnetic drain plugs I purchased in the two drain locations. Changed the filter. Then put in 9 quarts of oil not 9.8 as specified and ran the engine for about 10 minutes to be sure it was fully up to temperature. Then shut off the engine and waited 5 to 8 minutes before checking the oil level to see just how much was actually drained. Added the remaining oil to reach the desired oil level than ran the engine again, waited the 5 to 8 minutes (per the owners manual) and did a final level check. Can't blame even the dealers certified Corvette mechanic for not taking the time to do that!
Franky I am even concerned about the dealer lifting the Vette! When I brought it in for a GM requested rear end fluid check I asked the gal who schedules maintenance to be sure they used my 4 lifting pads I left in a bag on the passenger seat. She is very good and was a big help with my prior C6 on some warrantee issues. She then said don't worry I will not let them use our post lifts (they have ~12.). She said I will be sure they use our alignment ramp lift since we already cracked a C7 rocker panel on a post lift!! They had to replace and paint a new one! She introduced me to their certified C7 mechanic who was nice enough to have me watch and also find the spot to install the skip shift eliminator, which I did myself some days later.

Your reverse logic does not apply to the majority of dealers who will use synthetic blend Dexos rated oil when doing the free change. The Service Manager at the dealership where I bought my C7 said I could do 4 oil changes anytime I want in the first two years, but they will use synthetic blend. When I told him I want to use Mobil 1, he agreed that is his preference for his own vehicles, but I will need to change the oil myself...I am happy to do that.
