I use the high position and it will be a few minutes, 3-5, before the heat gets to me, depending on what I am wearing. Once I feel it I turn it down to medium or low.
The seat heaters in my C6 work almost instantly, I would say within a minute I notice a pretty significant amount of heat and about 2 or 3 minutes later it's so hot that I need to turn it down from the maximum setting.
I have driven a few different cars over the years with seat warmers and there is a big difference between most of them. My wife's old VW Jetta had pathetic seat warmers, it would take 5 minutes or more before you even noticed any kind of comfort. To me the whole point of a seat heater is to give you warmth right away, since it takes a long time for the coolant to warm up and supply you with heat on a frigid winter morning. Thankfully we no longer have that car, her current car has almost instant heat from the seats.
I drove my '05 on Thursday and the '14 on Friday to the dealership for oil changes before storing this weekend. It was in the low 30's both days. There is no comparison of the seat heaters between the two! It's about a 20 mile trip to the dealer and I had to turn down the heat on the '05 within about 10 minutes. I left the '14 on high the entire time and it was just "warm". The service guy said they have had a lot of complaints form new Silverado, Suburban, and Tahoe owners as well re the seat heaters on those vehicles not being the same as their previous ones. It's not just the Corvettes that must have had something changed. No fix available that I am aware of. Mine are parked now as we're supposed to get 6-10" of snow starting tonight so that ends the season for me...
Another corvette owner and I were discussing seat heaters yesterday and thought it was somewhat of an oxymoron that you put seat heaters in a vehicle and then recommend it not be driven at temperatures below 50. I guess 50 is pretty chilly for some.
My 2014 C7 seat heaters work about the same as my 2013 Nissan Leaf. Takes about five minutes before you notice heat, than it is only warm, not hot. Probably a government regulation whereas heated seats shall not exceed a certain temperature?

That's a pretty big stretch from your statement to the actual warning in the manual
"This special tread and compound will have decreased performance in cold climates, and on ice and snow. We recommend installing winter tires on the vehicle if frequent driving at temperatures below approximately 5°C (40°F) or on ice or snow covered roads is expected. See Winter Tires on page 10-44."

My wife says the heater is not as warm as my daily driver (2005 Pontiac Bonneville GXP ) and I think is that the older seat heaters had some overheat problems !!!! Wayne
Back to the OP's question. I don't think he was here for a debate. He was asking a question (same one I thought about asking), has anyone messed with the seats to turn up the heat? I also fine the heaters to be too slow to warm up. The whole point of seat heaters is to give you a bit of warmth before the vehicle heater comes on. Five minutes after start up and my heater is blowing warm. Two minutes after start up the car is still cold and I'm used to getting some heated seat warmth. So, has anyone looked into making changes to get them to warm up sooner?
Our G8GT gets warm really quickly and will get hot enough that even those with cold internal thermostats turn them down. Don
And I thought I was the only G8GT owner who had his butt roasted by those things. Spot on, they could cook a waffle in 3 minutes. I have to turn them off and even the lowest setting gets plenty hot.
Mine too take several minutes, I thought they were faulty and intended to ask the dealer to fix at oil change time.. Is it just the vendor,,my 07 had great seat heaters??

As you say, there are a number of threads on the issue. There is a Youtube video by Car and Driver comparing the C6 and C7 seats. It is obvious from the construction that the perforated material used to provide the cooling function in the C7 is on top of the heating elements and is acting as a thermal barrier and will increase the time to reach a high temp. Looks like the compromise made to get that new feature. This is the link to the video:
