Let your friend know that it may not be as bad as he is used to. I also had a C5 manual and the CAGS eliminator was absolutely required equipment.
On the C7, they tightened up the programming thresholds for when it engages the 1-4 skip. I hardly ever run into it and I have happily driven the car as a daily driver around town and on road trips without an eliminator. Been driving it for more than a year without feeling the need for the aftermarket device. So he shouldn't feel the need to pre-order one before his car comes in. It's not the problem it once was.

I have had my C7 for 14 months now and only had 1 - 4 skip shift kick in 3 times!
I still found it intrusive on the C7 so installed the eliminator. Price is cheap enough and it takes longer to lift the vehicle than it does to install the eliminator (as long as you know where it is, seems VERY high on the C7 compared to the C6).

Only happened a few times but very intrusive when it does. Worth the 20 bucks to bypass it. Still shows the 1-4 light but lets you go into second anyway. Those saying they ignore the light, most likely you already have a CAGS eliminator as you can't ignore it and get into 2nd unless you go into neutral first.

I bought my car used with 3K miles and it is my first manual, so if that's the case, then maybe my car already has one.
I ignore it and go right to second without issues.

As stated by Mike02Z you can't "ignore" it per se. When it's engaged it activates a lockout solenoid on the transmission. You either have an eliminator on your vehicle or you are pausing long enough in the neutral gate to fool the computer and deactivate the solenoid.
I'm at 8700 miles. With my driving habits I almost never see it....
It's the "almost never" I consider a safety hazard! When it occurred in my C7 it was some time after I got the car. We have little traffic where I live so when in my first bumper to bumper traffic I tried to shift at ~15 mph from 1st to 2nd. It took several seconds for me to realize why I couldn't! Had the person behind me received a text message on their phone and like some folks felt obligated to look down to see who it was from right when they followed and assumed I would be moving forward not slowing abruptly, they could have been in my bumper!
My biggest driving concern today is folks texting while driving. I can see them at stop lights, looking down! Some, like Pavlov's dogs feel obligated to respond to the "bell" on their phone indicating a new text message! The CAGS eliminator is cheap insurance so the 1st to 4th shift block doesn't occur when you don't expect it!

While this was a must-have for the C6, for the C7 the shift points will seldom invoke the skip-shift solenoid, in my experience.
