You're somewhat right.

It doesn't have anything to do with the A/F ratio. A car will go from closed to open loop relatively quick after startup, but that happens with every start. Yes, there are also adaptive learning strategies, but they don't have much to do with emissions.

What happens when the battery is disconnected and left off for a bit, is that all the car's applicable readiness monitors go from Ready to Not Ready. Subsequently, the car will have to go through a full drivecycle for the monitors to set Ready again. Only when that has happened, will the OBD2 test performed at the inspection station pass the car. Of course, the car still has to pass safety and visual, but that's another thing.

Is yours the Crystal Red one I see around town? (EDIT: Maybe not since you just got it)...

I have a Silver one I purchased in January 2015.

I don't know of a way to clear it other than driving (and sometimes it takes a while). I do have an inspection recommendation - Rudy's Garage next to Santa Fe Auto Parts. You wouldn't know by looking at the place but he always treats my cars with kid gloves and takes good care of me. He's a corvette guy.

Of course that won't help in this situation.

Here is the drive cycle that will supposedly set the required ready conditions:

The new inspection process really sucks. It was all about getting that extra month back. I really feel for the people whose inspection expires 4 months before their registration. They will have to get one when it expires and then again within the 90 day window before registration renewal. I have a torch red 2015. I do know where Rudy's garage is. I did finally get my inspection done. After calling TXDOT they only require the safety part of the inspection even though the car came from another state being new overrides the smog test. I will be looking for your silver vette around Santa Fe.

In states where I have lived that require inspections, when buying a new car, the dealer inspected it before delivery.

In LA they must be inspected every year but no plug-in for two years.

It got a windshield sticker because it was inspected prior to March 1st. If it is a new car and you are the first owner of that car, it should have gotten a two year purple sticker. The TxDot information that I have read even remarks that the 2-year new car inspection program will continue into the future though there will be no more stickers for the windshield.

I was told a month ago when I had my ZR1 inspected that inspection stations would not be able to source any more windshield stickers from DPS after Feb 20th. Exhaust your supply of stickers would mean waiting until March 1st before inspections could be performed again. Any unused stickers after March 1st could be returned and refunded from the State. I wonder what the chances are that Classic simply ran out of purple stickers and they used a one year sticker on your car??

Took my 2016 C7 I bought from Kerbeck in NJ for inspection in TX today with 526 miles. Did not pass. Didn't fail, just not pass. The O2 and emissions showed "not ready". I was told to put more miles on it and it should be fine and would pass. (again, it didn't fail just read from the computer "not ready". Will be doubling miles this weekend with a planned trip so will be taking it back next week for re-inspection. In Texas they give you 15 days to get re-inspected with no additional charge. Stay tuned.

As far as the difference if I bought in TX....
I asked about that and a new car bought from a dealer in Texas just gets a safety inspection. They don't get into the emissions and all of that.
Once off a dealer lot, it is considered used (even if only a couple of miles) and the car has to go through the full inspection test that all "used" cars must pass.

I am not an inspection expert, just passing on what I learned/was told today. (I know far more than I wished based upon what happened)
I am concerned about temp tag running out in a week or so but will have to deal with that if pulled over..

That is what I learned (or at least heard) about Texas inspection and a relatively new C7 today.

Normally you need to have over 700 miles on it before it is ready to pass. Have a nice week with it and then take it back to get tested!

BTW, I can't say enough good thinks about my first experience buying a car over the internet/by phone.
AJ Went was awesome to work with as was Bill in Finance.
Passport Transport got my vehicle to Texas early!! Safe and Sound.
Would recommend Kerbeck to anyone.

I'd go somewhere else for the inspection.

I'm in North DFW and the shop's first question to me when I brought it in was "why does a brand new car require an inspection -- should be good for 2 years?" After I told them I purchased new from dealer out of state (also Kerbeck), they said "well I guess we can do a safety inspection only, but sorry, we don't have the code to give you a 2 year sticker -- only the dealers have that".

They did a quick drive, and $7 dollars later I had a full inspection sheet to take to my tax office for registration. That was last year, just two weeks ago I took it to the exact same shop and had the same inspector -- he remembered that "this is the car that came from New Jersey". And for the second year, I (unexpectedly) also got a $7 dollar safety inspection that met the registration requirements

Now you tell me I am going to be in Fort Worth Fridsy to see my son. I could have waited. I know there are only millions of people there but if you see an AW with NJ temp tag run me down and pull me over. Always nice to see other Corvette owners.

Don't know anything about Texas, I am in NY and in NY they don't do the emissions OBDII test part on brand new cars.

Even from Out of State. I bought my car in NH and the initial inspection which you have to get within 10 days of getting plates only had the "safety" part of the inspection just like cars pre-1996 have to have done.

Used cars do have to pass the full inspection. Which my last daily driver I bought was slightly used. 10K miles on a 2 year old car. The car had a dead battery so not enough miles to set the monitors to pass. The dealer put a device on the OBDII port that beeps when all the monitors are set. It took a few days of back and forth to work or about 100 miles and they all got set.

My 2014 just needed about 200 miles after the dealer updated the ECU with the latest programming for all the systems and monitors to set and show ready.

These instructions were provided to me by corvette tech at a very good SoCal dealership:
THE CAR IS NOT MOVING IN THIS PORTION
Turn on engine and idle engine until HO2S ready
Turn off for 5 minutes
Turn on & idle until temperature gauge reads 149F
Rev hold @1500 for 6.5 minutes while car in park.
Idle 1 min
Shift into Drive & HOLD BRAKE and Rev to 1500 for 2 minutes
Shift to park and idle for 2 minutes
Blip throttle 3 times reaching 2000 RPM
Idle 2 minutes
---------------------------------------------------------
DRIVING PORTION OF DRIVE CYCLE
Drive less than 15MPH for 2 minutes
Drive between 28-70 MPH and reach at least 50 sometime
Let off for 2 seconds
Accelerate and hold speed for 1 minute
Idle in drive for 2 minutes

Those instructions helped set all the codes in 2 tries. I used a OBDLINK MX unit with android torque pro app to check the emissions status.
Above is a summarized version that the mechanic printed out for me from the C7 service manual.
