Failed State Inspection
It doesn't have anything to do with the A/F ratio. A car will go from closed to open loop relatively quick after startup, but that happens with every start. Yes, there are also adaptive learning strategies, but they don't have much to do with emissions.
What happens when the battery is disconnected and left off for a bit, is that all the car's applicable readiness monitors go from Ready to Not Ready. Subsequently, the car will have to go through a full drivecycle for the monitors to set Ready again. Only when that has happened, will the OBD2 test performed at the inspection station pass the car. Of course, the car still has to pass safety and visual, but that's another thing.
Is yours the Crystal Red one I see around town? (EDIT: Maybe not since you just got it)...
I have a Silver one I purchased in January 2015.
I don't know of a way to clear it other than driving (and sometimes it takes a while). I do have an inspection recommendation - Rudy's Garage next to Santa Fe Auto Parts. You wouldn't know by looking at the place but he always treats my cars with kid gloves and takes good care of me. He's a corvette guy.
Of course that won't help in this situation.

The new inspection process really sucks. It was all about getting that extra month back. I really feel for the people whose inspection expires 4 months before their registration. They will have to get one when it expires and then again within the 90 day window before registration renewal. UGH! --- EDIT: Looks like they changed that so the 90 day window only matters after April 2016. So if you have a valid inspection you can renew. http://www.star-telegram.com/news/na...e11550173.html

I am concerned about temp tag running out in a week or so but will have to deal with that if pulled over..

I'm in North DFW and the shop's first question to me when I brought it in was "why does a brand new car require an inspection -- should be good for 2 years?" After I told them I purchased new from dealer out of state (also Kerbeck), they said "well I guess we can do a safety inspection only, but sorry, we don't have the code to give you a 2 year sticker -- only the dealers have that".
They did a quick drive, and $7 dollars later I had a full inspection sheet to take to my tax office for registration. That was last year, just two weeks ago I took it to the exact same shop and had the same inspector -- he remembered that "this is the car that came from New Jersey". And for the second year, I (unexpectedly) also got a $7 dollar safety inspection that met the registration requirements

I am going to be in Fort Worth Fridsy to see my son. I could have waited. I know there are only millions of people there but if you see an AW with NJ temp tag run me down and pull me over. Always nice to see other Corvette owners.
Even from Out of State. I bought my car in NH and the initial inspection which you have to get within 10 days of getting plates only had the "safety" part of the inspection just like cars pre-1996 have to have done.
Used cars do have to pass the full inspection. Which my last daily driver I bought was slightly used. 10K miles on a 2 year old car. The car had a dead battery so not enough miles to set the monitors to pass. The dealer put a device on the OBDII port that beeps when all the monitors are set. It took a few days of back and forth to work or about 100 miles and they all got set.

THE CAR IS NOT MOVING IN THIS PORTION
Turn on engine and idle engine until HO2S ready
Turn off for 5 minutes
Turn on & idle until temperature gauge reads 149F
Rev hold @1500 for 6.5 minutes while car in park.
Idle 1 min
Shift into Drive & HOLD BRAKE and Rev to 1500 for 2 minutes
Shift to park and idle for 2 minutes
Blip throttle 3 times reaching 2000 RPM
Idle 2 minutes

DRIVING PORTION OF DRIVE CYCLE
Drive less than 15MPH for 2 minutes
Drive between 28-70 MPH and reach at least 50 sometime
Let off for 2 seconds
Accelerate and hold speed for 1 minute
Idle in drive for 2 minutes
Those instructions helped set all the codes in 2 tries. I used a OBDLINK MX unit with android torque pro app to check the emissions status.
Above is a summarized version that the mechanic printed out for me from the C7 service manual.

The only thing that could have happened is that the OP bought his car from out of state and now he has to get it inspected in Texas.....and as of March 1st, you can't even register your car without a VALID Inspection.
That's probably the situation, he got the car out of state and had to have it inspected as I did for mine last year, but my inspection station here only did a cursory review and no emissions test














In states where I have lived that require inspections, when buying a new car, the dealer inspected it before delivery.
