PDR File Format
Friend of mine has a '17 Z06 and sent me his file that got saved as .raw (not .mp4.raw or anything obvious either). I figured I'd have some luck with it but so far, no good...
Pulled down a RED RAW plugin for Final Cut Pro thinking that might do it but... nope...

VLC is the Swiss Army knife of video players and is very fault tolerant.
It can also transfer an existing video and audio stream into a new container file, which may work. (Transfer the streams into an .mp4 container.)
While explaining every feature of VLC's transcoder is at a minimum a college course, do see if the program will at least play the file. If it can, then it can transfer or transcode the file into one useable by any video player, however the Cosworth Data will likely be lost in translation.
According to VLC, a PDR video file is an .mp4 container, with two streams. Stream 0 being H264 MP4 AVC video, and stream 1 being MPEG AAC (mp4a) 44.1KHz Stereo Audio.
My 2017 GS has never left me with a .raw file, and I use and "abuse" the PDR a lot. I thought this issue got fixed in a software update. On the other hand, I have never pulled the SD card out while the PDR is recording, which will almost certainly corrupt the file. However, no different than chopping the end off of a film movie or video tape, the remaining beginning portion should be viewable. The data is still there.
VLC would not play the file.

Sounds like there is no hope for this one. Bummer. It contained some of his fastest laps of the weekend, he was excited to share them.
