I ordered my Vette in the beginning of March. Velocity Yellow w/Z51 and painted top. All high level constraints. It is now built and I am waiting on shipping! I was informed by members in this forum that I would never get this car. I told my wife that I likely would have to wait for the 2016's. So my question is, how did my car get past these constraints?

It's pretty simple. You had a dealer with an allocation for a car with the items that had constraints. Just because items are constrained does not mean it can't be built.

VY was at 10% constraint at the beginning of March and then went to 0% at the end of March and remains at 0%. The 10% constraint meant little as 2015 production stats show only 5% were being produced as VY anyway. My original order (ordered at the end of March from Kerbeck) was for a VY that subsequently was changed to Black so the order would be accepted by GM.
I need an explanation about constraints. it sounds like dealers get allocations for cars and options too?
I ordered a 2016 Z51 3LT Coupe 2 weeks ago and based on the constraints at the time the only issue should be Z51. But this is from a small dealer with only a few allocations a year.
Don't tell me I should I have gone with a big national dealer, I already know that in my head, just wanted to give the local guy a chance. I will give him a month to get to status 2000 and then switch.

The first 2016 constraints will actually not be released until tomorrow. However, based on the 2015 constraints, both Z51 and the standard top are on constraint. The constraint reports published on the forum list the option and the constraint %. The percentage is the nationwide percentage of cars that will be allowed with that option during that consensus cycle. So, with Z51 at 60%, that would mean that 60% of Stingrays ordered nationwide will be allowed to order the Z51 option. Percentages by individual dealers may vary up or down from this percentage (fractional quantities are obviously not allowed).
Since your local dealer only gets "a few allocations per year", that means they probably get 1 or less per cycle. With Z51 at 60% and the standard roof at 55%, then the odds are only 33% that his single allocation will allow both options. A large dealer that gets 20 (or more) allocations per cycle will likely get 6 or 7 with both allowed.

Good explanation of the constraint reality. Occasionally, the cards come up right and a small dealer gets an allocation with all the constrained items, but the odds are not in their favor.
Thanks Zymurgy, that is the way I thought it worked. I ordered it based on the 2015 constraints that were published at the time and ordered the transparent roof eliminating one constraint and hopefully increasing the odds, but the Z51 is a must. I got a little worried when it sounded like not only might they not get an allocation, but even if they did they would not have an allocation for Z51 period as well. I understand that it all goes in a nationwide pool and 60% will get built with Z51.
Hopefully the 2016 constraints will get published here tomorrow.
I sure have my fingers crossed but have not got my hopes up. Everyone that asks me when I will have the car I tell them the ordering process is complicated and I would be happy to have it by September 1st since I am working with a small dealer (for now anyway).
I have obtained a ton of good information from this site and appreciate all the feedback. Just was unsure on how constraints worked. I really thought that I was looking at waiting for a 2016.

They wanted to empty that last bucket of VY paint and you were the lucky man.

I finalized my order with my dealer today on my 2016, not a Z51 but I do want a painted top. Keeping my fingers crossed that an allocation will be forthcoming soon. It is a large volume dealer, #3 in the US.

I laugh every time I hear the painted roof is on constraint. It is always on constraint. Come on GM there are has to be a better way to convince people to order the transparent roof.
Anyone hear of the constraints for the first consensus yet? I am going to see my dealer tomorrow so he can tell me my order wasn't accepted by GM ;-), guess I will ask him then.

It's times like these I'm glad I live in Metro Detroit.
Our dealers all have tons of allocations, some ludicrously high. I've NEVER heard of an issue with getting a car here with any option unless it's on 100% constraint.
