It is an air deflector that routes air to an additional transmission cooler (I think this is only on the automatics). See the 8:35 mark of this video:
I have a Z51 MN7 and have neither the extra cooler or the plastic deflector the OP has.

Now that I read the posts I am convinced it is deflecting air flowing under the car to the lines directly above it. My A8 Z51 has the deflector and there are lines with external fins directly above this plastic device. I was not sure if the lines were for the transmission or differential. Pretty sure it's trying to offer more cooling for the transmission. Not working to good as my trans temps get to 270 on the track even with wrapped exhaust. See pic of the finned lines. Z06 fender scoops are next to see how much that helps.

Looks like we've determined it to be an automatic trans item. Just did an exploratory crawl under my M7 and it doesn't even have the coils that the deflector helps cool. Mystery solved.

so its only on auto with Z51 packages? I thought some on here with A8 Z51 already said they don't have it??

I have it on my '15 Z51 M7 vert. Looks to me like it deflects some air up to the trans/diff cooler.

Since the air deflector is probably dealer installed during PDI, we also really need to know if the finned cooler is there or not.

I'm pretty sure it's a vert thing. The verts don't have the cooling ducts on the top of the rear quarter panels which direct the air to the cooler behind the rear quarter panels. I would imagine their tranny coolers are near the rear differential as shown in the pics above.
