I have a 2015 Z 50 1M7 with about 750 miles on my curb alert beeps all the time because it looks like my battery voltage is constantly dropping above and below 13.2 V. Is it supposed to operate above 13.2 V when the car is running? Did I get a bad battery? Let me know your thoughts.

What I'm saying is that the battery voltage seem to drop below 13.2 V when using the car turning off the curb alert and then it charged up past 13.2 making it beep. Then down and up again. Is the battery bad?
The first thing I would check is the power connections to the Curb Alert. There is a thread on one of the Corvette forums about loose crimp connections on the power leads supplied by Curb Alert. That would cause the unit to turn on and off making it beep. Try "jiggling" the wires where they connect to the car power.

Are you monitoring the battery voltage in the DIC, or are you guessing it's a voltage problem? If the voltage really is dropping below 13.2 volts while the car is being driven, I think I would have the battery and charging system tested. Mine typically runs about 14.2 volts while the engine is running.
+1 for connection problem. I would bet it is a bad connection - recheck the power and ground connectors, I'll be something is loose. I had the same issue and found a loose connection.
