you may want to post a pic of the piece you are referring to. There is a plastic piece on the right side that pops in and out. A couple of people have lost theirs. You do not have to remove the front fascia.
That's just the access for the tow hook fitting (whether you have a threaded fitting or not). The small piece you are missing just pops in/out. No need to remove bumper!

Pull/push on it... You can see where the clips are from the empty opening in your current grille. Since you can hold the new grille in your hands, I'd just push it from "inside out" near where one of the clips is. It shouldn't be hard.
