Chrome wheels are standard. You can build one on Chevy's web site.
You have to pay extra for chrome wheels regardless what package you choose. $1995. I thought the OP's Q was what do you get with the Z51 package. You get painted silver standard 19" & 20"
1. Go to the Chevrolet web site
2. Pull up the overview page for the 2016 Corvette
3. In the menu bar on top of the picture click on specs
4. For cars to be compared select a 1LT for one and 1LT Z51 for the other (or 2LT or 3LT just select the same for both just w/o z51 for one and with z51 for the other
5. Just to the left of where you selected the cars to compare, check the box that says "view differences only"
Or go to the overview for the 2015 which is still there you just have to search for it. Its at http://www.chevrolet.com/2015-corvette-stingray.html . If you scroll down the page you will eventually get to a Z51 section. The same information is actually on the 2016 overview but they seem to have it mixed in all over rather than a specific Z51 Section

Electronic Limited-Slip Differential (Great feature helps support aggressive driving-very detailed explanations availbe, suggest you Google- Abbreviated ELSD)
Larger front brakes (13.6 inch vs. 12.6 inch) with black calipers (Stops great but lots of dust-since you don't sound like you'll be tracking the car consider switching to Carbotech 1521's or you'll be cleaning wheels every 100 miles etc)
Specific shocks, springs and stabilizer bars (Stiffer springs than base car. Shocks are 46 mm vs base car 36 mm, larger front roll bar and one in rear base car does not have. Stiffer ride than base car.)
Differential and transmission cooling Heat exchanges behind both rear fenders, air enters in top of fenders and exits out rear ducts.)
Unique Aero Package that reduces lift for high-speed stability (Rear spoiler increases downforce, elimination of center air dam reduces excess front downforce and possible oversteeer at high speeds (~150 mph.)
Michelin® Pilot® Super Sport® ZP summer-only tires that are aggressively tuned to provide outstanding handling, grip and road-holding capability (From some forum reports it appears tire chatter that occurs below ~40 F is worse but all C7's have it.)

Suggest if OP is not willing to learn how to check oil levels in a dry sump, live with somewhat more chatter in the summer high performance tires when cold (solved by not turning the wheel to full lock when cold,) dealing with the stiffer ride, living with high brake dust (or changing to Carbotech 1521 pads) - may be better to get base car! Just a thought from reading many complaints some forum posters have expressed who bought the Z51 in early 2014's because it was only a $2800 option and they liked the larger wheels and rear spoiler! Now you can buy the spoiler/tire appearance package without the other problem issues! I bought it for performance and changed brake pads!
