There is a device you can plug into the ODB port that disables AFM mode, but it will apparently drain the battery if left in for a long time while the car is not used. A Google search turned up "Range AFM Disable."
On my M7 on the center touch screen settings you can set the NPP exhaust to be always open.

The AFM valves are not the same as the NPP valves. None of the above will change what the OP is experiencing.
And even the NPP valves aren't always open, no matter what you set in the touch screen. Pulling the fuse will keep the NPP valves open all the time, but not the AFM valves,
