Tow hook receivers are installed on Z51s (Z51 since sometime in December of 14) and Z06s. The base car does not have them in the US. GM does not supply the hook in the US. You will have to purchase it separately.

Sometime in December 14, the Z51's were built with the Tow Hook Receivers. All 15' Z51's after that date have them. I have them on my car built in late Jan 15'. Had to purchase the hook separately.
No, they were added sometime in December of 14 to the Z51. My early 16 Z51 has them.
It makes sense to have them on the Z51 as it is engineered and marketed as a track capable car. It should have had tow hook receivers from the beginning. It could be argued the Z06 and Z51s should be shipped with tow hooks as they are track capable. However the counter argument is most of them will never see track use and you are forcing people to buy something they will never need.

This is good news as I will track mine, and now all I need are the tow hooks...
My 2015 Z51 has them, at least the one in front, I never pulled the little cap off the rear bumper to check there. I got some really nice tow hooks on Amazon.
