Default OEM Paint Question

How long after a car is built is it safe to buff in a coat of polish/glaze and a treatment of ceramic coating?

Immediately, you don't need to wait on a new car, they are fully cured prior to assembly. On a repair with a repainted part, follow what the body shop recommends.
