I had to disable this on a 2011 Mustang because it was very intrusive. On this car? I don't think it has ever come on for me...

No, but for the skip to kick in, you would have to shift out of first using nearly no throttle and being around 15 (or less) MPH.
You could just let the engine wind up for another half a second as well.
Otherwise, yea, buy the skip shift eliminator, you simply plug it in near the transmission. I may get one myself at some point, but I don't really see a need yet.
You may already know this, but just for clarity; "CAGS" (Computer Aided Gear Selection) is the functionality that performs the skip shift. To disable this, you want a cags eliminator.

The only time it's ever kicked in for me was when I forced it to so I could understand it and what it felt like. Otherwise it's never once come into play while I've been driving.
It's worse when the shifter bushing breaks and you're in park facing the curb. Took a flatbed AND a regular tow truck. Getting it on the truck wasn't that bad but OMG, getting it off gave me a heart attack.

I've had a CAGS eliminator in a desk drawer since I first bought my '14 Z51 in 2013. I thought about giving it to the guy who bought my '14 but held onto it for my '19 GS, which I took delivery of last November.
The eliminator is still in the drawer

Hence, the issue. If you are going so slowly that it would kick in at all, one wonders why you would have chosen Track Mode in the first place. Rev the engine even at a moderate level and you won't have it come on at all. But the Bottom Line and answer to your question is: CAG is active in any mode if you shift at its sweet spot. That's not a very big spot and any stick driver worth his salt will rarely encounter it at all. It's a non-issue.
I got caught by it one time right after I bought the car and was getting used to shifting it. Now when I drive leisurely, I don't encounter it at all. I see the message come on sometimes, and sometimes it doesn't come on, and when it does come on it quickly disappears, no issue. It just seems natural to me to shift right about the point it goes off. Now that may be costing me a MPG, but I did not buy this car to see if I could drive it to set an EPA gas mileage record. I looked at getting the CAGS eliminator because so many people here recommend one, but so far I haven't found that I need one. I guess it depends on driving style, and some folks say it is handy to have in stop/go traffic. I tend to just creep along in first or second in stop/go traffic and don't need it. This car (Z06) has so much torque that I can easily start out in 2nd or even 3rd on flat roads. If someone cuts into the space in front of me, so be it. YMMV.
