every time im on the road i hear this constantly loud and obnoxious sound coming from behind the driver's seat somewhere between the seat belt and the audio speaker, it sounds like a lose part that that vibrates every time the road is not smooth.

Had a noise from the passenger seat only on rough roads. It was the seat belt buckle hitting the rear plastic seat back. Solved that with a shoulder belt pad that keeps it from hitting.

If it is the seat belt buckle on the passenger side you can just slide the clasp insert all the way up. Works perfect. Also, sound travels. Make sure the visors are fastened.

Same issue..passenger side is belted with GF in car..sounds like a rattling D ring or something, but the D rings in back are firmly in place...
That is your own fault, Gm does not warranty that.
OP I have seen a couple of threads early in the C7 production run where owners had that problem, could not find the threads though, sorry. I would take it to the dealer and let there trim guy have a look/listen.
This isn't exactly where you've indicated the sound coming from but as mentioned already, sound travels and can be a challenge to locate. Anyway, take a look at this and see what you think:
