Order new 2016
Production of the 2017 Corvette Stingray will start on June 24th while the 2017 Z06 will start on September 5th.
The first order cycle for the 2017 Corvette Stingray will be May 26th while the first order cycle for the 2017 Corvette Z06 will start on July 28th.

When the 2017 C7 starts production on June 24th, BGA will be producing 50% StingRays and 50% Grand Sports, with no Z06's being assembled until September 6th.
Friday, June 24th is also the last day of 2016 production. If all goes according to plan, a few 2017's will start that day. HOWEVER, as the Plant is shut down for its annual two week summer vacation centered around July 4th, and is therefore closed June 25th through July 10th, "functional" production of the 2017's will commence on Monday, July 11th.
Assuming BGA continues its 9 1/2 to 10 hour current assembly schedule, 5 days per week, we should see an average of 87, 2017 StingRays and 87 Grand Sports produced each day. And thanks to CorvetteBlogger, who received all this cogent info from Chevrolet, GM is expecting its 2017 production to be a mix of 80% coupes, 20% convertibles.
In another first, GM has promised the 2017 Corvette Order Guide on April 25th which is before the 2017 model rollout at the NCM Bash later that week. That means we may learn much about the 2017 Corvette in the days leading up to the Bash as we scrutinize the Corvette Order Guide for changes and updates to the car.
For those who are long time Corvette Order Guide, "build and price," and similar "model year info" releases, personally will believe that GM follows through on that April 25th Order Guide release containing the 2017 specs, when I see it in print/posted on line.

My Advice
If you order a 2016, you can get it ASAP at 10-12% off MSRP through one of the big forum dealers (Macmulkin/Kerbeck/Criswell/Couglin)
If you order a 2017, the best you can get in terms of discounts will most likely be between 7-9% off MSRP. (Invoice is about 7.5% off).
I'd personally wait until Apr 29th (NCM Bash) to make your call as who knows what changes the 2017 will bring (HP increase?). Once you have all the information in front of you, then you can make you decision if you want a cheaper 2016 NOW or wait a little for a 2017.

With so little time remaining before the new model comes out, why order a 2016 when the 2017 is around the corner? The 17 might have options you "can't live without". As soon as you take ownership of a 16, it is already a (model year) older and has also already depreciated as cars do. But you know, whichever way you go you'll be fine.

So I do have a local dealer with the exact options I am looking for only the color combo is not what I want. The MSRP is $71,140 so yesterday they offered the car at $70,640. BTW not a large volume dealer. Sounding like they are in no hurry to sell.
So this is where I am going with this, should I order the exact car with the color combo I want with the same MSRP what's the ball park final price I should expect/

Another option since you're in Maryland is to visit Criswell Chevrolet and ask for Mike Furman. He's a good guy, but I think due to constraint/allocation/etc.. he most likely wont be able to go below 9% off MSRP + $300 of doc fees. Still a great deal (well below invoice which is 7.5% off), but not as good as what the other two can give you.
