I would bet the line workers don't pay attention to where the photographers are at any given moment. Too busy doing their jobs.
That, and my guess (more likely scenario) is that photos are taken at every step of the process of every car, and only those who opt in are given those photos.
Well, you have to sign up for the photo book before your TPW, and they definitely don't photograph every car. The museum only has so many guides and people employed to take pictures.
They pretty much take the same pictures at the same stations for everyone so the workers there are aware of it, but it certainly doesn't change their job or 'make them more aware'. Plus they all rotate jobs (to a degree) to break up the monotony of assembly work. Its a really cool experience going to visit the plant, I highly recommend it.
