There is no definitive pattern or rule.
Typically it is 2 of the 10 colors per year, but 2016 to 2017 is 4 colors, with a mild (4-6 week) production overlap for Admiral Blue.
Some colors - black, white, torch red and blade silver have been around for all of the C7's lifespan plus some time in the C6 too.
I read that GM currently permits a maximum of three color changes per year for the corvette. That's why they started the Admiral Blue in 2016, so they could still add the other three new colors (Sterling Blue, Watkins Glen Gray, and Black Rose Metalic) for 2017.

Which means no early color change for the 2017-2018 switch and probably only 2 new colors for 2018.
That is if they keep that rule with the new paint shop.

RED,BLACK,WHITE are popular BUT no extra charge. Dealers keep thsee going because they are safe colors for keeping the dealer inventory.
The interesting colors are always EXTRA cost, and most people are unwilling to pay the extra cost unless they really really want that color. This usually runs its course after 2 years and the popularity goes away and it's just not economically feasible to run a line for just a few cars of that color. Besides, introduce a new colour, generate some new sales.
Put it this way... if an extra cost optional colour was selling like hot cakes, would GM kill it or would they continue to make an extra few bucks on those cars.
Some colors are offered less often than others. Green, for example. We had DBGM on C5s in 2000/2001 and no green until LRG in 2014. 13 year span without green (I had a 2000 and now a 2014...)
Also there has always been a white offered, every year since 1952 to date. It is the only color that has been available every year. However there have been many different shades of white over the years, so I guess, technically you could call them "color changes".

And they have made some good color changes for the coming year.
Talk about extra cost colors-I received a Cadillac magazine yesterday that had an article on the new XT5. It listed the available colors and the only one that was not extra cost was Radiant Silver. WTH? Why not just raise the vehicle price overall and not charge extra for a 'premium' color when all but one are considered to be such? I can see Corvette going this route on more colors so only the black/torch red/white solid colors are 'no charge'. (maybe that's already the case-I haven't checked out the '17 specs in detail)
