Default Missing front fender fasteners?

Are these front fender fasteners supposed to be missing? This is on both front fenders of my 2016 ZO6.

No, understand they use a fresh one each shift so if your car is the first one painted, no stipple. That's why the cars vary!

I asked about that on my 14. The holes are reportedly for an alignment jig used during assembly.
