New Z51 Stingray Front Brake Rotor Design for 2017 Model Year
The photo below shows the new rotor design for 2017 Z51 Stingrays. (This does not apply to 2017 Grand Sports since the Grand Sport has the Z06 brake package.)
Cooling rings will not come with the 2017 Z51 Stingray since they are no longer necessary due to the new design.

This is what I posted on May 31, 2016 regarding the new Z51 brake rotors....
"Are you aware that GM has redesigned the J55 brake rotors from the original two piece design to a new, replacement one piece design. Apparently, the two piece design(that GM touted as ground braking) wasn't all it was cracked up to be.
It's still slotted though, just not of the two piece design."
The TSB was for the dealers to replace warped brake rotors with the new designed ones on older(than 2017 models) Z51's.

About time, the cooling rings were the dumbest thing on the car.

Dragging this up from the dead just to add a little info. This week the dealership replaced my set of 2014 Z51 rotors at 32k miles with the revised set under warranty. They found lateral runout to be 1.04mm front and 0.42mm rear which explains the pulsation once the heated up. The car has seem some aggressive street use, but has never been on the track (nor have the rotor cooling rings been removed from the original plastic packaging).
While they were in there, I also had them swap out the factory pads with Powerstop Z26 pads on my dime.

I was thinking of going this route and paying for it if I get back into tracking at all. The cooling rings are such a band aid solution.

I do get this vibration in my 16 z51 which was built in early February. It is funny that when ever I have purchased and after market brake kit they always charged more for 2pc rather than 1pc. So the 1pc is better after all?

The single piece cast is cheaper, and has proven more reliable (although heavier unfortunately) than the original "experimental" bi-cast design. Basically, they attempted to make a poor man's 2-piece rotor and it failed. The Z06 and GS still get the superior true 2-piece rotor design.
