Less waves back these days for sure. I blame the transmissions and cell phones. Paddle shifting A8's and all those shifts in the M7; add the cell phone distractions by many and who has time or free hands to wave anymore!
I have had four Mustang GT coupes in my lifetime and "the wave" was kind of popular back in the day -- but such things are less common today. Perhaps the culture has changed or people are just more distracted with other things while they are driving. Hard to say.
When I get my C7, I will go out of my way to spot fellow Corvette owners so that I can give and/or receive the wave.

I think that it has to do with the fact that there are so many first-time Vette owners out there that they aren't aware of "the Corvette wave" ritual. We bought our first Vette on 1976 and we have been waving ever since!
Wave instructions included in DVD that came with my 2011 GS. If you're not waving, you're clearly incapable of operating this high performance vehicle in a proper manner as prescribed by the manufacturer!

I think we have to fess up to the fact that people aren't as friendly anymore.
My first Corvette was a C4. Yeah, a C4... got a problem with that! Kidding. I learned right away to wave and always thought that was/is a cool way to share the Corvette experience. But I must admit I'm sometimes a bit distracted with driving, searching for a turn, or other thing and miss seeing another Corvette until its too late to wave. So don't assume the other driver isn't in to waving back. Perhaps he's/she's distracted with something more important than watching for other Vettes.
One thing I've added to the wave is what I call the Corvette wink. A single "eyed" wink can be done by holding down the turn signal until it blinks one time, then release. Timing is critical, hold too short and you get 3 blinks, too long and you get 2 blinks. Another wink is the "2 eyed" wink, it's timing isn't critical. Press the emergency flashers, allow one cycle of the flasher then press to release. Also, your hand is now close to the windshield for the wave. What the other driver sees is your DRLs go out, the amber flashers come on once, then the DRLs come back on. Looks cool. Try it in front of a store where you can see your reflection.
One last comment. If you're driving a black on black then its sometimes difficult to recognize it as a Vette. From a distance the styling clues are difficult to determine and your beautiful Corvette appears as a black indistinct mass. I've missed waving at more than a few of them. And a few cars of unknown origin have received the wave.
I always wave if I'm able to see the driver and I usually get a wave back. The best one was when I got passed by a guy in a C6 convertible and he threw his hand up and waved as he passed me.
My mom got to experience this first hand when a guy passed me and I told her I had to wave at him since he was driving a Corvette. She thought it was weird and didn't understand.
Corvette owner for many years and sad to say, it seems the wave is a dying gesture. While I continue to uphold the tradition, more of today's owners seem to be oblivious of their surroundings, let alone acknowledging other Corvettes. Sad really.
I think more don't know about the wave than do know about the wave. They should include the wave gesture in the owners manual.

I encountered a guy driving a virtual clone of mine (same color, wheels,etc.) in a residential neighborhood. Both of us going under 10mph at a stop sign. He looks me in the eye, but no wave or acknowledgement of any kind.

Yeah, but watching this forum for years I've figured out most don't read the OM.
Way back in maybe 2003 or so someone originated a petition to get GM to include something about the wave in the OM. I signed it as did many others. I haven't seen it in the OM yet. But I don't read that stuff anyway. Kidding again.
