Can anyone tell me what this is? Looks like a little access door on driver side underside of rear fascia.

It won't do you much good unless you have a toe hook already set up to thread into the frame.

As has been stated, that door can be popped out to install a TOW hook (not a TOE hook!!!).

I think it was sometime during the 2015 model year that they added a tow hook receiver behind the right side of the grill on all Vettes. I don't know, but the rear one may have been on all C7 Vettes from the start of the generation build.
