No. Base cars do not have the receivers. Only Z51's built AFTER December 2013 (?), GS's and Z06's are so equipped. Also all export cars.

My understanding is that any 2014 Z51 produced after December of 2013, have the tow hook receivers.
I have a 2016, so a 2014 Z51 owner needs to chime in to verify, but my understanding.
Reason I know this stuff is that it came up in a club meeting, and arrangements were made to provide tow hooks to club members, through GM. Paid, not free. We simply provided the direction to acquire one. We had people ordering them with cars having no receiver, so we did a lot of research to avoid problems.

All ZO6s, all GSs and Z51s built after the first of Dec of 2014 (2015 Model Year) have receivers.
Base cars and Z51s built prior to the beginning of Dec of 14 do not have them.
The above applies to North American spec cars. Other markets may be different.
