Yes I'm pretty sure it is. I pulled fuse 42 for awhile and the outside tips were always dirty the entire time. I put fuse back in and ran in sport/track and the inside got a little dirty
If you have NPP and you haven't pulled the appropriate fuse,
then depending on how you drive,
the inside ones do most of the "work" (since the outside ones are only open above 1700rpm)
I mean they are always a pretty chrome color while the outside ones get black as soot.
The inside pipes do most of the work forcing exhaust through a baffled muffler when cruising and slower driving. However with NPP the outside pipes open at higher rpms depending on drive mode setting and then bypass the muffler.
As I recall, in addition to opening from ~1500 to ~2000 rpm the outside pipes also open on start up. With the rich starting mixture and condensed exhaust water on cold pipes they add to the black soot.
There's such a nice invention called a "paper towel" which when used will solve your obvious dilemma!!
Ah yes, but some folks want to know why things happen, not just how to solve the issue after it occurs!

PS: I find a rag and waterless wash spray or Turtle Wax Tar & Bug spray works well on the tips. Use the same spray with a microfiber cloth to clean "stuff" off the car's rear! 1st white car I have owned-dirt shows much more! Built a small wood shelf that holds the spray bottles with hooks below to hold the rags/cloth that is attached in the space between the garage doors.
