Does out the door price mean final and include everything?

I search online for OTD price. Edmunds quotes that OTD does not include, State and local sales tax, Department of motor vehicles fees, "documentation fee". Yet, majority of Edmunds discussion seems to disagree. Everything should be included which I agree upon as I have bought a Highlander LE Dec 2016 at a local Toyota dealer and their OTD means the latter.
What is your take on this, yes it does or no it doesn't?

I actually like to deal. I once got $20,000 off of a new Z06 by not accepting what they said was "their bottom line." It took a week, but that week paid me back generously!
I know that most people don't like this part of the process, but I love it. Don't get overly invested in the car; there are plenty more out there just like it. Seriously, there are.

You are not reading the Edmonds reference correctly. It agrees with you, out the door price includes TT&L (tax, title and license, including any dealer doc fees). The confusion probably is due to the rather poorly written article that talks mostly about out the door costs vs out the door price.
Well I would certainly do a Jersey run for that. NJTP is the most fun road on east coast by far and I've driven them all many times. Just took my neighbor's daughter whom I've known her whole life in to buy her first car. Toyota of course as they are the most dependable by far. Great deal, with lots of extras and discounts for her. You really get what you ask for. Did the same for her sister a few months ago. I have walked from several different dealers and every single one called me back within an hour to make the deal. You can and will get what you want but you have to know people buying cars are rubes, plain and simple. Like Shark Tank in reverse. I'll hold to the old adage the "HE WHO HOLDS THE GOLD, MAKES THE RULES."

That is why I like dealing with Kerbeck- no dealer BS, extra's that were not covered initially, etc., etc.
Also unlike local dealers, since they place 20 to 25 orders for Vettes/week more than anyone else, when an option I want is say ~20% constrained, they often can get it!
After doing all my model/option research and dreaming of what would be ideal, having to be told I can't get it is frustrating! My Grand Sport is the 5th Vette and everyone was ordered to be exactly what I wanted.
I always deal on Out The Door price. That includes everything. If at any time during the process after they agree on the OTD price they add anything, I walk. I remember buying my 2003 WS6 and in the finance department they added $7.95 for some reason. Grabbed my keys and started leaving. When you say Out The Door... NOTHING should be added. That includes taxes and everything.
I would say, "it depends". On a "normal" car purchase, I would say "Yes". In the world of Corvette, it's not so black and white.
If you are buying a car from a local dealer, and registering it there, then "out the door" should mean everything included.
If you are buying from an out of state dealer, you may be "out the door" of that dealership with a certain price, but if you need to register the car in another state, you may still owe $$ to your state (tax, title, registration, etc.)
Some out of state dealers handle all of this, some don't.
I have always been specific of what I mean by OTD, they will lead you on...be ready to walk once you have explained what your OTD is.........and they try the fast one. I also let the sales person know I'm here to buy if the price is right, I won't waste your time so lets not do this my offer your counter offer BLA BLA BLA.
