Mine has never been in storage and I drive it at least once a week. In the 2 years I have had the car, I have received 6 monthly reports. Its pretty hit n miss. If the report actually told me anything other than advertise for the servicing dealer, I might have been miffed that it does not work. Its just an advertising gimmick.
This isn't a real problem. The car isn't on. It's in a garage. It's not connecting. What is there to diagnose? Get it out on the road and you'll get your diagnostics. It's not the Onstar person that is clueless here.

After storage I must talk with OnStar Technical Support to restart the reports. I like them because I get an insurance discount and when they do not work, my insurance company notifies me that the discount can not continue.
The first line of OnStar Customer Service can never restart the reports, it takes a chat with the Technical Support and they have a way to send a refresh and and get a response from the vehicle that the reports are cued for monthly generation as long as the car is driven on that date or shortly after.
OnStar messed up consolidation of a couple of accounts after I purchased a Cadillac XT5. It took Technical Support to activate generation of those reports as well, again for the insurance discount.
