OP, a few similar questions were posted over the past month. As you can tell, you asked a simple question, and unknowingly raised the decades old debate, To CAGS or Not to CAGS.
I've never needed the CAGS eliminator, but I have a driving environment and style that hasn't required it. For those pushing the eliminator, I can see their side of it.
It ain't that expensive if you do, and squat savings if you don't... Do what works for you. That is more important than all of the opinions posted.

I wish I had the chance to get it up to 19, but that isn't always the case.

NYC is flat. If I ever had to deal with that with a M7 (or M6) transmission, I'd start in second and ignore first if there's not an opportunity to run it up over 19mph.

I installed the skip shift eliminator on my GS last weekend. Never have to think about it again. I'd druther the car shift when I want it to vs. some government official havin a say.

For the few times I forget to go over 19mph before I shift to 2nd, I hit the gate for 4th and then back out and go to 2nd basically all in one motion.
