Just the charger. It is included for those that treat their cars as a fair weather vehicle.
For prolonged storage, put the charger on, and the battery should be ready to go when you hop in your car 3 months later.
I have it, but only because the dealer ordered my car with it.

I want to add to this. You can get a better charger aftermarket for less money or you can pay more money for the Chevrolet branded charger that has a Corvette logo. Do some research on this.

To answer your question, YES, if you need to purchase one shop around, I got corvette logo charger for 79.00$
If your not driving Vette over 2 to 3 weeks might be wise to have trickle charger topping off battery charge.
