My first question, with many more to follow: I've been really confused with all the conversations about run flats. This car has them, not sure if I want to run them. I would prefer an all season tire, but would I have to buy new rims if I changed to non run flats.
Second, How do I find out other than car fax, if there was any other issues with car. Im concerned about its location, just going to say it, I'm worried about this being a flood vehicle. I dont want any part of that.
Run-flats are nice if you are afraid of getting a flat tire...
The car rides so much better on non runflats. Like Michelin AS3+.
That is a lot of money for a used car. Maybe keep shopping or make a low ball offer and see if they bite.
Like others said, shop new for that amount of money.

However, you can mount non run flats on stock wheels.
Sure, run the CarFax but understand this is not infallible. They can only show what has been reported to them.
My suggestion is if you are local to the seller and can inspect the vehicle do so. It's the Dallas area and there are a ton of members on this forum from this area if you are not close by. They could certainly recommend a local mechanic to inspect the car.
Flood/totaled cars should show on CarFax and most states require an insurance company to report total losses which will brand the title as an "S" for salvage or "T" for total loss. Suspect Texas does this?

Buying used can be a non-negotiable mine field, if the car was abused and tuned aftermarket. Go to your Chevrolet dealer and get a GM VIS report on the car, for starters. Good luck!

Agree with others to take a look at some of the big forum dealers like MacMulkin and Kerbeck.
Some people love RF/ZP tires and others hate them. Give them a try and decide for yourself before changing them out. In 10 years or so ZP tires will probably be about all that is available for cars and fortunately the latest designs are far superior than the old brute force approach of the early ZP tires.
If you can verify the authenticity of the C7 in Texas, as it's a branded dealer, there's no real need to buy a used C7 from 2,000 miles away, as some are suggesting.

True Corvette super-freak, straight shooter and will not jerk you around. Not saying others (i.e. Kerbeck or MacMulkin) would just that Mike was a pleasure to deal with and he too is an expert in getting a car wherever you are.
Quick search and it looks like they have a car that's darn close to the one you're looking at but brand new. Less room to haggle but again is new...
I can't comment on the price of the car, BUT I think I'm qualified to comment on Run Flats.
I've been known to call them Run Craps, BUT those were C6 gen GYs.
There really is no comparison between the the two brands. Let alone the old tech (GYs) and the new. Michelin has been amazing in their RF offerings for more than a decade. Durable, tough, quiet in comparison to GY.
As a road warrior, I see no reason to use non RFs, especially since Michelin fills all the gaps pretty darned well as a RF.
I've been driving Corvettes for 29 years as daily drivers.... been using run flats for, I don't remember how long... years.... zero problems. Yes, there's a bit more road noise....
As others have said: you can buy new for the money they want for used....
