I had the same problem, so moved my music to an SD card. The radio system in these cars leaves a lot to be desired. Most say, just turn it off and enjoy the sounds of the NPP.

The other C7 may have a different software version than yours.
Change the setting to shuffle the songs first.
If not then copy and paste only the songs onto the usb stick with no folders or playlists and start there. See if it plays all the songs.

A couple of things to consider:
When you first insert an SD card or USB drive, it takes a while to index. Until it indexes, it will only play one or a few songs.
I had a similar experience where my USB drive played well in other cars but not in mine. It took what seemed like forever to start playing. After trying everything I could think of, it turned out to be a defective HMI module. The dealer replaced the module and now both USB and SD media work well.
