The answer is "yes". If you are talking about the center cap, why not just take it off and rotate it?

I want to rotate all wheels in order to have the corvette letters on all wheels pointing down not on the side or on the top, reason all of them down because I want to paint the corvette letters that's why I asked if it's ok to jack up my car only on one corner at a time, right now the corvette letters are all over the place

Put the jack under the mirror where the cross bar meets the frame. With a hockey puck, you can lift both wheels on one side evenly. You can easily puck a jackstand at the jacking points if you want.

I get the intent, but the fronts will just get ahead of the rears due to the different diameter.

When finished, pictures are required!

Be sure to aim the point at the bottom of the center cap crossed flags emblem, toward the letters; so that both will be properly oriented together.

I took mine off to paint them. If you leave them on the paint will have a tenancy to run.
Take them off and you can angle them so the lettering is parallel to the ground.

The barrels on the photo below have the wheel barrels painted gloss black. I think the chrome wheels look better with the gloss black barrels vs the silver paint.

The bottom point of the flags should be pointed at the valve stem. There is a thread about it going on now.
