How do get to the fuses in a 2017? I can't lift the carpet enough.

I think you need to get under the carpeting for the battery not the fuses. I think the fuses are in the engine compartment on the right side. I know that's where you go to pull fuse #42. They're in a flat black box that has to be opened.

There is a fuse box in the trunk of the C7.

All C7's have two fuse boxes. One in the engine compartment and one under the carpet in the rear. They're both covered in the Owners Manual with diagrams/names of the fuses (but some of the names are not very helpful).

You have to take the right side panel off to move the carpet enough to get to it..

Depends on what rear fuse.

I (and many others early on when Blendmont was not out with a mirror tap) used fuse #37, the one for the console power receptacle to power a radar detector.

Just have to remove a bit more carpet than exposing the battery as that fuse is on the bottom.

Here are two pics:

If all you need is the lower fuses just pull back a bit more carpet then needed to get to the battery. (If you haven't exposed the battery, best to do it as surely an AAA person will tear the carpet for a jump start as even dealer Techs have reportedly caused a tear!) If you need access to the whole fuse panel, best to remove the left rear access door.

A simple trick (not in the Owner's or Service Manual) to gain access to even the battery without ripping the unbound carpet under the right wheel cover. Just need to pull out the right rear clip. It is not like most interior clips, it pulls out with your fingers (can use a plastic trim tool or even a screw driver as the tip contacts an area behind the panel) and put back with the side of a closed hand. Hold the bottom out with one hand and can carefully pull out the carpet with the other. (Note piece of wood was just used to take pic.)
