The cable for the rear hatch goes through this "box". It's from a 2017 Z51. I had my Vette wrapped and the detailer found this when they were doing the rear bumper. Apparently a little "gem" from the dealership. I'd rather fix it myself than take it back to the dealer.
Why would the dealer be anywhere near that part? Looks to be a problem from the factory or a failure in use. I would let the dealer fix it under warranty.

The dealer mounted a Z06 spoiler along with the ground effects. To mount the spoiler they had to remove the rear bumper. They also had to manually open the Corvette as the battery was dead on their lot. IIRC, they had some issues getting it open. IDK if the dead battery had anything to do with it.

Seriously though, it looks like someone stuck on the rubber-band to hold the lid on for a short while. I've seen this kind of crappola from a dealer on my C5 when they did warranty work.
Were it mine I'd fab a retainer to hold the lid back in place... and NOT more rubber-bands. I'd have to actually look at the real thing to see what options might work.
If there is enough room behind the box to slip a large tie wrap; I would then just put it back together with the yellow piece back in the slot and tie it shut. No dealer needed.
