I'm not using my OnStar but it's still installed and undamaged.

They were probably referring to the OTA system on the C8 and other 2020+ vehicles. The C7 never got OTAs except for OnStar itself and maybe a few updates to the 2017+ infotainment systems. I think those had to be done over wifi anyway.
