Your friend should continue in his efforts to talk with people at the dealership. An effort can be made to speak with the salesman, the Sales Manager, General Manager, Service Manager, and the owner. There are also several consumer protection agencies in California that are very active. Also, usually the 1-800 number will get the dealers attention as they have to answer the inquiry.
If all else fails, your friend needs to look at the cost of correcting faults. Another fob and resealing the window would be fairly cheap in comparison to an attorney. You would need to find the cost for the GPS components.
In any case, don't go nuclear on the selling dealer at this point. It's not going to serve the buyer's interests. If it were me I would find out the cost of correcting the problems and let the selling dealer know about them. An email or letter (so that this is in writing) is the way to go. At that point you and the dealer are in negotiations, and likely you will get at least some contribution to correcting the problems, if not a complete pay-off.
The 1-800 number also should be used. There's an internal process for this stuff, and trying to do an end-around on it likely won't be useful, as a higher-up will just route the complaint back to the original level.
