Time for fluid change?
Manual says to change rear axle fluid, brake fluid and clutch fluid at 45,000 miles or 3 years for normal driving.
I purchased my 2015 Z51 M7 new in May 2015 and now have 34,000 miles. I will likely not hit 45,000 miles for at least another year.
Are these changes more time or mileage based?

Usage based. For instance under track prep it says to change the diff fluid after the first track day and then every 24 hours of track usage after that. Then sometime after 2015 GM recommended the trans fluid be changed after every 15 hours of track usage as well.
For street driving follow GM's recommendations for street driven cars. You have a choice of the normal duty or severe duty schedules. Track usage is way beyond either of those so that is why they have track maintenance items mentioned in the track/competitive driving section of the manual.

It's a combination of time, or mileage. Whichever comes first. Have a look at the footnotes in the manual at the end of the maintenance section. For example:
Footnotes — Maintenance
Schedule Additional Required
Services - Severe
(1) Or every two years, whichever
comes first. More frequent
replacement may be needed if the
vehicle is driven in areas with heavy
traffic, areas with poor air quality,
or areas with high dust levels.
Replacement may also be needed if
there is a reduction in air flow,
excessive window fogging, or odors.
(2) Check all fuel and vapor lines
and hoses for proper hook-up,
routing, and condition.
(3) Or every four years, whichever
comes first. If driving in dusty
conditions, inspect the filter at each
oil change or more often as needed.
(4) Or every five years, whichever
comes first. See Cooling System
(Engine) 0 233 or Cooling System
(Aero Panel) 0 234.
(5) Or every 10 years, whichever
comes first. Inspect for fraying,
excessive cracking, or damage;
replace, if needed.
