To answer your question, when ordering the factory black wheels with red stripe, it is PAINTED on...... however, the black is a satin black, not glossy black. I preferred the glossy black and decided to also save $500 by just ordering the black wheels and ordering a kit from TapeWorks Graphics.
I used TapeWorks..... "Stripe it All". Been on the car about 20 months and still looks like new. Simple to install with the handy, inexpensive tool you buy. Total for tape and tool was about $52.
