The key is expert. If the OP is skilled in paint work, fine. If not, let someone who has experience do it. A mistake with sand paper will end up being fixed by an expert anyway. And, it is his car so it is his call.
It looks like this is sitting on top but could be that the clear was melted with a cigarette or something. I am going to take to a paint shop before messing with or trying to sand out myself. Too small of a spot and too risky to try to do well.

If its sitting above the rest of the clear then its probably not a burn and theres a good chance a body guy can get it off. And yeah, if you aren't experienced with paint work do not take sandpaper to your car...
