I rarely drive my 2017 Grand Sport in the rain. This week I did and discovered that my windshield washer wasn't working. I filled the reservoir with fluid, but it still doesn't work. I CAN NOT hear the pump running. Has anyone else had this issue?

Yep, mine isn't working either. It's full of fluid but I don't even hear the pump whine. Its not something I use very often so I keep forgetting about it. One of these days I'll take it in to see what's wrong with it...I'm guessing a connection or something with the pump itself.
FWIW,
OP seems to hear the pump engage.
Visually inspect indicates hoses are attached and not kinked.
Visually inspect indicates no water/fluid leaks onto the floor or into a body cavity.
So FWIW
What I have seen in the past is that using some brands/ types of WS washer fluid
will "gum" up hoses tubes and the spray outlets on the wiper arms.
Using a needed to clear the outlets may help.
Using only GM OptiKeen ratio-ed/ mixed with distilled water to keep the
tank and entire mechanism clear.
Good luck, let us know what you find and the repair success.
It happened to me a few times. Once it was just frozen up even with the right mix. Once the hose came off at the pump. When that happened you could hear the pump run and it would pump the fluid on the ground.
The pump is located right behind the wheel in the wheel well and is subject to getting objects stuck in it. Mine wasn't working and no noise from pump. The dealer knew exactly what it was and replaced it under warranty. If you don't like going to dealer the part is cheap and is very accessible. That is exactly what it is.
I researched it when mine stopped working and it seemed pretty common. GM updated the pump to prevent failures. I replaced mine this weekend and it was pretty easy.
The pump in my 2017 GS wouldn't work at around 1000 miles. Dealer replaced the pump, works fine now!
2017 with 3400 miles and no noise or anything from pump so I am assuming it has failed..shucks I was just off yesterday..this will have to wait for next month.
Reminds me of a funny story when I was a kid (early 80’s).
‘I came home one day and needed some windshield washer fluid. I noticed my mom had a gallon jug on the back porch of a blue fluid. Not thinking I filled up the the reservoir on my 81 Vette.
‘A few weeks later the pump quit working, no squirt on the windshield.
‘After talking to her, come to find out that was Miracle Gro....corroded the hell outta that washer pump!
other than pump failures I would check for a fuse blown.
